PARTIES REFUSED TO EVEN DEBATE DEMOCRATIC REFORM

"The Peter Lewis era is over," wrote Dean Jaensch in the Adelaide
Advertiser 21/4/05. South Australians understand what he means.
The demise of Peter Lewis as Speaker in South Australia's Parliament
is the final nail in the coffin of Lewis' attempt at Constitutional
reform for this State. After completion of counting the votes at the
last State election, both major parties realized Peter Lewis' support
was crucial for their own party to hold government. Both parties blatantly
set out to 'woo' him - promising him almost 'anything' he wanted. Those
were 'heady days' for Peter - such power.
"But" as Dean Jaensch reminded us, after Lewis had made his
choice (Labor) "both parties went cold on the prime demand of reforms".
The reforms, he insisted, "were not unreasonable and would have
increased the level of democracy in the Parliament and the electorate
and brought the Parliament into the new century."
What were Lewis' proposals?
1. Legislative Council (now eight years) to have the same term of four
years as the House of Assembly.
2. Optional preferential voting for South Australian elections.
3. Yet another proposal was for multi-member electorates and proportional
representation for the House of Assembly
4. Another was Citizen-Initiated Referendums
Jaensch thought the following reasons were why
none of the proposals 'saw the light of day'.
Reform of Legislative Council- the major parties want to keep the eight-year
term as a reward system for their faithful servants.
Optional preferential voting - rejected by both major parties in Lower
House and probably would have been by minor parties in Upper House.
Reason? The parties want all the preferences they can get through the
secret deals made with other parties or independents. Optional preferences
would end these cosy arrangements and give voters a 'real' choice.
Multi-member electorates and proportional representation for the Lower
House of Assembly - this would have further increased the range of choices
for the voters and improved the representational basis of Parliament.
Major parties don't want that! They want to retain their control especially
over their safe seats.
Citizen-Initiated Referendums - the major parties refused to even debate
this one!
Dean Jaensch is so right:
"Opposing them (the Bills) was bad enough, but refusing even to
discuss them shows just how opposed the majority of our elected members
are to providing a more democratic system for the electors."
And we congratulate him for suggesting that what is needed is a "voter
liberation movement, one which will show our representatives that the
electorate numbers are in favour of reform of Parliament - now."

UNDER WHICH KING?

Originally published in The Social Creditor of December 15, 1945,
Clifford Hugh Douglas warned the people they must look at this thing
called 'political democracy' more closely.
"There is no single aspect of political economy which deserves
more attention, and receives less, than the nature of an order.
Like so many other matters of importance and subtlety, most people understand
so little of the subject that they are practically unaware that it presents
any problem; still less, a problem on which the whole structure of society
depends.
The immense success of mediaeval civilisation (and its ultimate failure)
can be seen to be linked with one conception of an order and the sanctions
which sustained it; the different, but notable, achievements--of the
nineteenth century, and the chaos which has succeeded that short-lived
adventure, are plainly the outcome of another.
The problem is often stated by the use of the word sovereignty; and
we have an indication of that identity in the title of the gold coin
which ruled the nineteenth century, the English sovereign, as well as
in the declared intention to remove national sovereignty to an international
centre.
The essence of medievalism (often, it may be noted, referred to as the
Mediaeval Order) was the existence of the Church as a sanction, as an
organisation for making effective certain checks and balances upon the
use of physical force to carry an order from its utterance to its execution.
The Church claimed to be, and was to quite a considerable extent, a
living body of Superior Law, not different in Intention, but far higher
in Conception than the Constitution of the United States.
And: it is important to notice that the breakdown of nineteenth century
English prosperity can be seen in retrospect to be contemporaneous with
the decadence in social prestige of the village parson.
Political economy as distinct from ideology
Now the nature of the problem presented to political economy, as distinct
from ideology, by an order, is simply this: Either Brown gives orders
on his own behalf, or Mr. Pink-Geranium gives them for him. That someone
has to give orders on Brown's behalf is not in dispute. And the decision
between these two courses is ultimately dependent on which source of
authority succeeds in making results most accurately and rapidly eventuate
from orders, in reasonable identity between specification and product.
And the problem is complicated for Mr. Pink-Geranium by the fact that
he has no one but Mr. Brown to whom to give orders, and Mr. Brown is
convinced that it is more blessed to give than to receive.
There was a period, say between 1850 and
1914, in which the economic aspect of this problem was in a fair way
to solution. The gold sovereign was a complete order system.
Mr. Brown had only:
· to tender his yellow warrant of sovereignty and he got what
he wanted.
· He set in motion the most marvellous train of self-acting psychological
sanctions.
· Factories sprang to life, trains ran, and ships sailed, all
concerned not merely to do his will, but to do it better than anyone
else.
· It is quite irrelevant to this particular argument that a large
and increasing number of Mr. Browns had no sovereigns; it is a fact
of history that the man who had one always wanted two, and, in consequence,
if every Mr. Brown had possessed a sovereign it would still have been
effective.
· It is perhaps unnecessary to observe that the virtue of the
gold sovereign lay not in its material but in its sanctions.
The political equivalent
Now the political equivalent of the gold sovereign is the vote, and
the merest glance at our life and times is sufficient to establish the
conclusion that it fails to work. There is nothing in the possession
of a vote which remotely approximates to the power of choice and the
certainty of delivery enjoyed by Mr. Brown with his golden sovereign
in the latter days of the nineteenth century.
No one outside the walls of a mental hospital would contend that the
individual voter gets what he votes for, or voted for what he is getting.
So obvious is this that the greatest difficulty is experienced in getting
people to vote at all.
The vote costs nothing: and it is worth precisely what it costs. If
it cost ten shillings to vote, how many voters would be registered?
But the matter does not end there. While the
political vote is valueless to the individual, it enables the Satanic
Powers to claim a mandate which it in fact does not confer, and which
it is powerless to enforce.
This situation is so satisfactory that the ballot-box
is a cardinal provision of the World State, and it is clear for any
ordinary intelligent person to see that it is the intention - and in
Britain the rapidly developing fact - that the economic vote will be
destroyed in its nineteenth century effectiveness, and substituted by
the political vote as exercised in Russia. (And that is the present
situation in Australia

It is urgently necessary to realise these matters
because they dominate our future.
British Governments now hold office by a trick; no British Government
has any genuine mandate. Our whole political system is not merely irrational,
it is a fraud and a usurpation. We have allowed the vicious nonsense
which derided the values established by a thousand years of unique political
experience to destroy in our name every safeguard against tyranny provided
by historic continuity in the Three Estates, and we welcome the people
who spawn this nonsense when they desert the Europe they have wrecked.
Nothing can save us but a drastic de-hypnotisation. It is coming; but
it may kill us."
THIS IS BRITISH-CHRISTIAN CONSTITUTIONAL 'DEMOCRACY'
Either Brown gives orders on his own behalf,
or Mr. Pink-Geranium gives them for him.
Either you have a representative Parliament or you have a delegate to
whom you have handed over your freedom to make your decisions for you!
Your politician is there to represent you, not, as he presently thinks,
to do the will of his political/financial masters.
That is why the Australian League of Rights continually exhorts Australians
to exercise their freedom by acting responsibly, and insisting their
political representative does just that - represent them, NOT ACT ON
THE ORDERS OF SOME MULTINATIONAL CEO, NOR THE WORLD BANK, NOR THE UNITED
NATIONS.
If Australians don't take up the challenge and exert the pressure to
insist their Member of Parliament is their servant and not their master,
then this nation will continue down the road to greater tyranny.

KAURNA "RECONCILIATION AGREEMENT"

Last week we wrote of the "Kaurna Reconciliation Agreement"
negotiated by four Adelaide southern Local Councils, and the "Kaurna
Heritage Board". Constitutional authority, Dr. David Mitchell offered
an opinion that the setting up of this legally binding "Agreement"
is "an attack on Australia's governmental system, an attack on
the basis of local government!"
And, he asked: What of the 'Reconciliation Agreement'
that is referred to in this present Agreement?
"Although the present Agreement will have a life of only three
years it is envisaged that it will be replaced by a Reconciliation Agreement
thereafter (p.21). What is the Reconciliation Agreement intended to
contain? Is the present draft a "softening up" for something
far more radical?"
To start to get a picture of that "something more radical",
we need to look at some background history to the "land rights"
push.
Sir Joh Bjelke-Petersen former premier of Queensland,
who passed away this last week at the great age of 94, could see there
was 'something more radical" behind the push. On the 1st April,
1982, Sir Joh read a statement by the former communist Geoff McDonald
in the Queensland Parliament, warning Australians of the 'hidden agenda'.
The following is an excerpt from the full statement which has been incorporated
into the Hansard records of the Queensland Parliament. Geoff McDonald
said:
"My 32 years full time in the trade union
and Labor movement, including the twelve years I was a member of the
Communist Party, have provided me with a first hand knowledge of what
the Communists are attempting to achieve by manipulating the Aboriginal
"land rights" movement. During my years in the Communist Party
I was a keen student of all aspects of Marxism-Leninism and attended
Communist training schools, including the secret school at Minto, New
South Wales.
I do not disagree with the concept of special areas of land being kept
for the Aboriginals. But the issue is not really about land rights,
as I learned first hand during my training with the Communist Party.
It was at the Minto training school in 1958, while I was engaged in
painting Aboriginal murals on the lecture room walls, that I heard top
Communist leaders like J.B. Miles and Lance Sharkey remark how one day
in the future, if the Party worked correctly, the first step towards
making Australia a Communist country would be the establishment of what
they called black republic areas of Australia inhabited by Aboriginals
Other communist leaders like Bernard Taft and the Aaron brothers, Laurie
and Eric, also deliberated on the Party's strategy of establishing a
separate State for Aboriginals under Communist leadership."
The evidence is there for all to see if they
will but open their eyes:
One piece of evidence is/was hanging in the new Parliament House. On
a visit to Barunga in the Northern Territory an Aboriginal painting
was presented to former prime minister Bob Hawke. Placed in the centre
of the painting is the Barunga Statement - word for word. (emphasis

BARUNGA STATEMENT 1988
"We the indigenous owners and occupiers of Australia, call on the
Australian Government and people to recognise our rights:
- to self-determination and self-management, including the freedom to
pursue our own economic, social, religious and cultural development.
- to permanent control and enjoyment of our ancestral lands;
- to compensation for the loss of use of lands, having been no extinction
of original title;
- to protection and control of access to our sacred sights, sacred objects,
artefacts, designs,
knowledge and works of art;
- to the return of the remains of our ancestors for burial in accordance
with our traditions;
- to respect for and promotion of our Aboriginal identity, including
the cultural, linguistic, religious and historical aspects, including
the right to be educated in our own languages, and in our culture and
history.
- in accordance with the Universal Declaration of Human Rights, the
International Covenant on Economic, Social and Cultural Rights, the
International Covenant on Civil and Political Rights, and the International
Convention on the Elimination of all forms of Racial Discrimination,
including rights to life, Liberty, security of person, food, clothing,
housing, medical care, education and employment opportunities, necessary
social services and other basic human rights.
We call on the Commonwealth Parliament to pass laws providing:
- a national elected Aboriginal and Islander organisation to oversee
Aboriginal and Islander affairs;
- a national system of land rights;
- a police and justice system which recognises our customary laws and
frees us from discrimination and any activity which may threaten our
identity or security, interfere with our freedom of expression or association,
or otherwise prevent our full enjoyment and exercise of universally
recognised Human Rights and fundamental freedoms.
We call on the Australian Government to support Aborigines in the development
of an International Declaration of Principles for Indigenous Rights,
leading to an International Covenant.
And we call on the Commonwealth Parliament to negotiate with us a Treaty
or Compact recognising our prior ownership, continued occupation and
sovereignty and affirming our human rights and freedoms."
This push for "Reconciliation Agreements"
between Local Councils and Aboriginal Heritage Boards" is another
nail in the coffin of the sovereign nation of Australia. When will Australians
wake up?

OUR DECAYING INFRASTRUCTURE

"Alarm Bells on Infrastructure", is the leading article of
The Weekend Australian" 26-27/305. A sub-headline said:
"Everyone is aware we are at crisis point - Business Council of
Australia" (BCA). The article, plus an internal article with the
telling heading" "Get Ready to Pay More", discusses the
BCA report on Australia's road, rail, electricity and water infrastructure.
Governments should be spending $50 billion over the next twenty years
on road, rail and water infrastructure and $40 billion on electricity
generation and distribution. The failure to do this and as well to produce
an efficient set of rules and regulations governing infrastructure,
is great indeed: "If we don't, more blackouts, ever-worsening road
congestion, increasingly tighter water restrictions and continuing export
bottlenecks are the way of the future."
The article goes on to say that Australians will
pay more for water, electricity and roads, but glibly states that by
smart pricing - hitting only high water users or those driving on roads
when they are congested - we won't really have to pay more. Nonsense,
of course we will pay.
The infrastructure problem is much worse. Things such as bridges, sewerage
pipes, etc., have a finite lifetime from an engineering perspective,
and much of Australia's basic infrastructure will need replacement in
the first part of this century. This problem has been discussed from
time-to-time in publications in the United States but not extensively
in Australia.
Under the present financial/economic system it
is difficult to see how the comprehensive rebuilding of society's infrastructure
is possible without insurmountable debt as governments borrow billions
from the bankers.
One of the core arguments for social credit in this area is that vital
infrastructure necessary for the undergirding of the economy, should
be supported by debt-free credit for capital works, created by the sovereign
nation.
The BCA has said that government spending on infrastructure will potentially
boost GDP by twp percentage points of $16 billion. If this is so, then
why should borrowing by governments from the private financial sector
occur at all?

AMERICA WELCOMES ILLEGALS' CONTAGIOUS DISEASES
The following rather alarming report of the health
problems the American medical profession now face is a clear warning
to Australia and the 'open door' immigration policies of the political

"Illegal aliens cross America's borders
medically unexamined. We shrug. We do not know what Illegal Aliens carry
in their backpacks. We do not know what they carry in their bodies.
Long ago we knew what legal immigrants brought with them. When my grandpa
came to America, he kissed the ground of New York's Ellis Island, then
he stripped naked and coughed hard. Every legal immigrant before 1924
was examined for infectious diseases upon arrival and tested for tuberculosis.
Anyone infected was shipped back to the old country. That was powerful
incentive for each newcomer to make heroic efforts to appear healthy.
Today, legal immigrants must demonstrate that they are free of communicable
diseases and drug addiction to qualify for lawful permanent residency
Green Cards.
But Illegal Aliens stop at no medical checkpoint. Whoever walks through
our foolishly open Golden Door comes in healthy or sick. If a border
patrol sentry catches a healthy Illegal Alien he might be sent back
home immediately. However, if we catch and detain a sick Illegal Alien,
who after examination by physicians in a detention centre proves to
have a serious disease, we keep him! Foolish compassion makes us fear
that his home country has neither adequate medical resources nor modern
wonder drugs. So we release sick Illegal Aliens to the American streets,
to infect others if their diseases are contagious, or we place them
in our Medicaid program where we pay for their expensive treatments.
Foolish medical generosity encourages clever Illegal Aliens to exploit
free medical care that EMTALA, the Emergency Medical Treatment and Active
Labor Act, provides. Foolish medical graciousness encourages cynical
Illegal Aliens to take and take and take again. Only a foolish guest
will refuse what a foolish host offers. Our wide-open Golden Door guarantees
that Illegal Aliens in their own self-interest will use and abuse our
medical system. Our Golden Door also is propped open thanks to advocacy
and legal aid of Mexican American Legal Defense and Education Foundation,
National Immigration Law Center, Southern Poverty Law Center, and similar
open border groups. America is fast becoming Hospital to the World.
Horrendous diseases that long ago America had conquered are resurging.
Horrific diseases common in Third World poverty and medical ignorance
suddenly are appearing in American emergency rooms and medical offices.
Along with the visible invasion of Illegal Aliens across our borders
is an invisible invasion of deadly diseases. Many illegals who skulk
across our borders have tuberculosis (TB). That disease had disappeared
from America thanks to excellent hygiene and powerful modern drugs such
as Isoniazid and Rifampin. TB's swift, deadly return now is lethal for
about 60% of those infected. The culprit is the new Multi-Drug Resistant
Tuberculosis (MDR-TB). Until recently MDR-TB was endemic to Mexico.
The mycobacterium tuberculosis is resistant to at least two major TB
drugs. Ordinary TB usually is cured in six months with four drugs (that
cost about $2000). MDR-TB takes 24 months with many expensive drugs
with toxic side effects (that cost around $250,000). Each Illegal Alien
with MDR-TB coughs and infects numerous people who will not show symptoms
immediately. Latent disease explodes later, like a time bomb.
TB was virtually absent in Virginia until in 2002 it spiked a 17% increase,
but Prince William County, not far from Washington, D.C., had a meteoric
rise of 188%. Public health officials blamed immigrants. Indiana School
of Medicine in 2001 studied an outbreak of MDR-TB traced to illegal
aliens from Mexico.
The Queens, New York, health department attributed 81% of new TB cases
in 2001 to immigrants. The Centers for Disease Control ascribed 42%
of all new TB cases to "foreign born" people who have up to
eight times higher incidence. Apparently 66% of all TB cases coming
to America originate in Mexico, the Philippines, and Viet Nam.
Virulent TB outbreaks afflicted schoolteachers and children in Michigan,
and adults and kids in Texas. The teachers and kids caught it at school
from coughing children of Illegal Aliens. In Minnesota, policemen suddenly
came down with MDR-TB. The cops caught it in their patrol cars when
they arrested Illegal Aliens who coughed in their faces. Recently TB
erupted in Portland, Maine, and Del Ray Beach, Florida.
Chagas Disease has no known cure. Chagas has the revolting nickname
of kissing bug disease. The Reduviid bug has parasites that favor the
lips and face for infection. That noxious Trypanosoma-Cruzi protozoan
annually infects 18 million people in Latin America and causes 50,000
deaths. This seditious disease also infiltrates America's blood supply.
Chagas affects blood transfusions and transplanted organs. Hundreds
of blood recipients may be silently infected. After 10 to 20 years,
up to 30% will die when their hearts or intestines, enlarged and weakened
by Chagas Disease, burst. Two people died of the three people in 2001
who received Chagas-infected organ transplants.
Leprosy, a scourge in Biblical days and in medieval Europe, so horribly
destroys flesh, faces, and fingers it was called Disease of the Soul.
Lepers quarantined in leprosaria sounded noisemakers when they ventured
out to warn people to stay far away. Leprosy or Hansen's Disease was
so rare in America that in 40 years only 900 people were afflicted.
Suddenly, in the past three years America has more than 7,000 cases
of leprosy. Leprosy now is endemic to northeastern states. There are
leprosy clinics in New York City. Illegal Aliens and other immigrants
brought leprosy from India, Brazil, the Caribbean, and Mexico.
Dengue Fever is exceptionally rare in America though common in Ecuador,
Peru, Viet Nam, Thailand, Bangladesh, Malaysia, and Mexico. Recently
there was a virulent outbreak of Dengue Fever on the Webb County, Texas,
border with Mexico. Though Dengue usually is not a fatal disease, Dengue
Hemorrhagic Fever, is one strain of the disease that routinely kills.
Polio was eradicated from America but now reappears in illegal immigrants.
Intestinal parasites were mostly obliterated. Our fine sanitation and
microbe-safe food supplies made them disappear. But they are back, in
the bodies of Illegal Aliens.
Malaria was obliterated but now is re-emerging in Texas and other states.
No mosquito that bites a person infected with malaria checks identification
papers before biting another person to transmit debilitating fever.
About 4000 young children under age five annually in America contract
the infectious disease called Kawasaki Disease. Youngsters develop fever,
red eyes, "strawberry tongue," and acute inflammation of their
coronary arteries and other blood vessels. Many suffer heart attacks
and sudden death.
Hepatitis A, B, and C are resurging. An outbreak of Hepatitis A in 2003
near Pittsburgh endangered 3000 thanks to infected Mexico-grown scallions
and Illegal Alien kitchen workers in a Chi-Chi's restaurant. Two Americans
died. Asians number 4% of Americans but over 50% of Hepatitis B cases.
We inoculate all newborns for Hepatitis B although mainly Asians are
susceptible. Why? The answer is political judgment not medical judgment.
Deadly Marburg disease, like the fierce hemorrhagic Ebola, right now
in April, 2005, is devastating Angola. Physicians in that African country
are despairing as hundreds of infected people bleed to death. Just one
infected person who could walk through the Golden Door of our Hospital
to the World could be a suicide bomber with incendiaries in his arteries,
veins, or capillaries.
Terrorists are buying so-called "weapons grade" strains of
disease organisms for bio-warfare. America risks devastation by evil
intent of a terrorist or by innocent accident of an infected Illegal
Alien walking through our foolishly open Golden Door.
Illegal Aliens secret in their bodies invisible, deadly time bombs.
Homeland Security ignores these lethal weapons of health destruction.

LETTER TO THE EDITOR
The following letter was sent to The Australian,
25th April, 2005 from Nigel Jackson, of Belgrave, Victoria.
"Sir Joh was not such a great enemy of civil liberties as claimed
by Terry O'Gorman ("Tributes and hard words for Sir Joh", 25/4).
Indeed his stance defending the 1971 Springbok tour was an attempt to
protect the freedom of choice of Australians, as well as an act of respect
to a foreign government.
By contrast, the yielding to mob protest and threats of violence by the
federal coalition Government led by Sir William McMahon, which forced
the cancellation of the tour, was an act of supine moral cowardice; and
the urging of that cancellation by Sir Donald Bradman showed that he was
better at batting than statesmanship.
Now that we have seen the galloping political corruption in southern Africa
since the collapse of white rule in Angola, Rhodesia, Mozambique and South
Africa, it is time to reassess the roles of Australians who supported
the governments of those nations.
Apart from our natural and honourable wish to defend the interests of
our kith and kin, we argued that disasters in Africa elsewhere after World
War Two justified the Southern African whites in their campaign to allow
only gradual increase of power to their black majorities.
Pressure to ensure that that gradual increase really did occur, rather
than ruthless determination to destroy white rule as soon as possible,
would have been a much wiser policy for Western governments and the UNO
to have followed.
A less uncritical approach to the scientifically dubious doctrine of "racial
equality" and a more profound understanding of human nature by the
Christian Church would have helped deliver true political reform on a
more realistic timescale.
In this context, Sir Joh was more clear-sighted than his critics."
