VIETNAM WAR FOLLOWS KOREAN PATTERN

"Pentagon leaders anticipate a Korean-type involvement for the U.S. with South Vietnam for the indefinite future, with the Paris peace talks determining the extent". - The Australian, January 14.

The Vietnam "peace" talks in Paris have followed the very pattern we predicted. This prediction was based upon an understanding of the Communist concept of revolutionary warfare. The Communists regard negotiations, not as a means of reaching a settlement of a military conflict, but as a tactic of total warfare. The Americans suffered more casualties in Korea after the "peace" talks started than in all the previous conflict. The same is now happening in Vietnam, with the Americans and their allies being progressively bled on the battlefield while the campaign of subversion continues inside America, Australia, New Zealand and other countries.
Since the Americans and the North Vietnamese sat down in Paris to their first formal meeting on May 13 of last year, approximately 100,000 have died in the Vietnam War. It is true that the North Vietnamese and Viet Cong have suffered the major casualties (although some believe that these have been exaggerated,) but the Americans have suffered nearly 8000 killed and 50,000 wounded. Approximately 9000 South Vietnamese have been killed in the same period.

Nearly three months have passed since President Lyndon Johnson made his announcement that there was to be a major curtailment of American military activity in Vietnam as a preliminary to peace talks in which the Saigon Government would participate. But ever since the Communists have stalled, using various tactics. They have been assisted by controversy between the U.S.A. and the Saigon Government. In the meantime they have taken the opportunity to build up their military strength, as witnessed by a report issued in Washington on January 5 by a sub-committee of the House Armed Services Committee. The report states that since the American bombing of North Vietnam stopped on November 1, supply shipments towards South Vietnam have increased fivefold. Based upon aerial surveys and photographs, and the testimony of witnesses, the report charges that these Communist shipments - many of which originated in the Soviet Union and Red China - "exceed replenishment needs of troops and the civilian population, and it appears that the North Vietnamese are establishing a massive logistic system which could be used as a foundation for future expanded Operations".
It notes that "the North Vietnamese appear to be making maximum use of the bombing pause to improve their military position" and offers these examples."
"The massive and unimpeded movement of supplies to the northern borders South Vietnam and the Cambodian sanctuary further south will have solved major logistic problems for Hanoi. In North Vietnam there has been a fivefold increase in the southward flow of supplies.... Tons have moved to the Laos border area.... Traffic on major routes is now moving south in large convoys on a bumper-to-bumper basis.

The sub-committee reports warns that if talks in Paris collapse, "the bombing halt will have provided the North with a new lease on life, and the conflict will certainly be prolonged". In such an event, it adds "the sub-committee sees no alternative to an all-out military effort to bring the war to a speedy conclusion".

The bitter fruits of the no-win policy in Vietnam are being tasted. These are the same fruits resulting from the general lack of will in the non-Communist world to face the harsh realities about International Communism. This will, has been undermined by the Communists' deadly revolutionary warfare, of which propaganda is a major aspect. Hope of survival depends upon effective counter-measures against this type of warfare.

BATTLE FOR RHODESIA CONTINUES

"The British Prime Minister, Mr. Wilson, warned the Commonwealth Prime Ministers at their conference today that the use of force in Rhodesia would inevitably lead to a bloodbath in southern Africa. No British Government could or would entertain such a proposal, he said". - The Herald, Melbourne, January 11.

The Rhodesian stand, backed by a world-wide pro-Rhodesian movement, has forced Prime Minister Wilson to retreat from his original stand that there would be no British acceptance of Rhodesian independence before "majority rule", and his threat to Prime Minister Ian Smith on HMS Tiger that, the use of force could not be ruled out. The Malaysian Prime Minister, Tunku Abdul Rahman, is quoted as having warned that if Britian used force against Rhodesia, "the whole British population should rise and create such an uproar that no government in power could withstand it". In opposing any suggestion of force, Prime Minister Gorton was also bearing in mind the rising support for Rhodesia in Australia.

While Mr. Harold Wilson may appear to have retreated on the Rhodesian issue, primarily in order to get some type of settlement for domestic political reasons, there is no evidence that there is to be any relaxing of the international pressure on Rhodesia. Both Kaunda of Zambia and Neyerere of Tanzania openly advocate the use of force against Rhodesia and can be expected to give increasing support to the Communist-trained terrorists operating from bases inside their countries. In the meantime the psychological war against Rhodesia is being stepped up, designed to divide the Rhodesians and to confuse their supporters in other countries.

The following United Press report from Salisbury appeared in The Australian on January 13, and is typical of reports recently circulated around the world:
"When Rhodesia's white minority regime declared the colony independent of Britain on November 11, 1965, a prominent economist (not named) predicted Rhodesia would begin to knuckle under pressure of economic sanctions in about three years... Today, they (supporters of Mr. Ian Smith) are contending with a rising clamor from three political parties, senior businessmen industrialists and bankers that bears out the forecast almost on schedule". One report also states that Mr. Smith's position has deteriorated as a result of the Rhodesian Chiefs deserting him by urging acceptance of the proposals put forward by Mr. Wilson on HMS Fearless. In a report to the nation on December 14, Prime Minister Smith categorically denied the story about the Chiefs, and provided convincing evidence that while sections of the Rhodesian economy had been hit by sanctions, the overall position was not one indicating any collapse. He made the following telling point: "As you know, we have had three budgets since U.D.I., and not one of these has subjected our tax-payers to increased income tax. Indeed, in his last budget in the middle of this year Mr. Wrathall actually gave certain concessions - unusual nowadays - even in countries nor subjected to sanctions."
The Battle for Rhodesia is a major aspect of the overall struggle for the future of the world. It can and must be won.

SOVIET SUCCESSFULLY EXPLOITS MIDDLE EAST CRISIS

"Russia is continuing to press for joint action by the U.S., Russia, Britain and France to prevent a new Middle East war". The Australian, January 7.

Superficial observers may accept the current Soviet suggestions on the Middle East as evidence of a genuine desire to establish peace in the area. As we have constantly pointed out, there is not one iota of evidence that the Soviet wishes at present to have Israel destroyed. The continued existence of Israel is essential for the Soviet's strategy of exploiting the fears of the Arab world in order that increasing infiltration can continue.
When Soviet Foreign Minister Gromyko made a surprise visit to Egypt late in December, there was immediate speculation in the West - fostered no doubt by Communist agents and their dupes - that this was a peace mission. Immediately following this visit Soviet propaganda was increased throughout the Arab world, designed to increase tension, not to reduce it.

The Herald (Melbourne) of January 13 reports President Houari Boumedienne of Algeria as stating on arriving on a State visit to Morocco that ''the only solution for the Arabs lay in emulating the struggle of the Vietnamese people".
Algeria has progressively become a major Soviet base. It is the West's failure to adopt a realistic attitude towards the Zionist State of Israel, which is the basic cause of the Middle East crisis, progressively making the position of moderate Arab leaders impossible.

"BLACK POWER" ARRIVES IN LONDON" London Sun

Protesters charged the diplomatic missions of South Africa and Rhodesia in London today, smashing windows and fighting a pitched battle with police. The 'march for dignity' in support of Britain's colored population was billed as London's first major demonstration for 'black power"'. - The Herald, Melbourne, January 13.

Reports from London state that the highly organised attack on South Africa House and Rhodesia House resulted in one of the most violent street demonstrations ever seen in London. But there is worse to come. The organisers are quoted as saying, "This is the start - it is the first time black people have marched in London streets together. It is a start for next summer".
The Communists must be delighted with what is happening.

We trust that Australians carefully note what happens when races of completely different backgrounds are concentrated in the one geographical area. The British, a most tolerant people, have discovered to their dismay that the large non-European influx, which they have permitted after the Second World War, has now produced a revolutionary situation.
It is encouraging to read that Prime Minister Gorton firmly defended Australia's immigration policy while attending the Prime Ministers' Conference.

John Michael wrote in The Sunday Guardian ( London) as follows:
"Predictably, Mr. Gorton, who is determined to maintain the White Australia policy, was cautions in his remarks on racial tension. But it emerged clearly behind the scenes that the Australian view was that Britain should long ago have shown some of the hardheadness towards immigrants that Australia has shown".
The Australian policy is not so much "hardheaded" as it is commonsense and just. Australians concerned for their children's' future should resist all endeavours to introduce racial tensions into a country where none exist at present.

The Federal Constitution

What is a Constitution? Most human activities are governed by the idea of a Constitution; the idea that it is necessary to define in advance relationships which individuals can observe. It is also necessary to define the relationships between groups, individuals and institutions. No game can be played in the absence of some rules. And it is generally essential to have umpires to ensure that all players observe the rules, and to make impartial decisions about whether the rules have been violated or not. Business companies have their articles of association.

It will be noticed that the rules - the constitutions - of successful organisations are rarely changed, or are modified very slowly. The Australian Federal Constitution is not an arbitrary set of rules drawn up late last century by a group of people with no vision. It is only necessary to read the reports of the debates on Federation to realise that many of those playing a leading role were men who knew the lessons of history. They recognised, as did the framers of the American Constitution before them, the menace of centralised power. They knew that local government, as close to the people as possible, was the only protection against tyranny.

The Sovereign States of Australia, through which self-government in Australia was developed long before a Federal Government existed, made a grant of limited power to the Federal Government, primarily concerning defence and Communications, in order that their common interests could be advanced.
One of the major lessons of history is that all Governments, particularly Central Governments, tend to seek to continue centralising power. This always leads to bureaucratic despotism. The framers of the Federal Constitution were very conscious of this, and thus their concern to produce constitutional rules (the High Court being the "umpire"), which would ensure that the Federal Government was confined to its original purpose, and that State rights were not eroded.
It is instructive to note that contrary to the Social concept of centralising power, the framers of the Federal Constitution envisaged the further decentralisation of Government in Australia with the creation of more States. The Federal Constitution makes specific provision for this.

Mr. Gorton and his philosophical allies claim that "times have changed" since the Liberal Party adopted federalism as a basic article of faith. Of course they have. But the realities governing human associations, and the nature of man, have not changed in thousands of years. There is a greater menace from centralized government then ever before in human history, because of greatly increased power modern governments can exercise over the individual. The logical end to the type of argument advanced by Prime Minister Gorton is that when "times have changed" sufficiently, National governments will have to subordinate themselves to a World Government winch can then "co-ordinate" the planning of the world's resources.

Question: Why cannot each State and its people look after the economic development inside each State?
