IMMIGRATION OF COLOREDS : WHITLAM BOWS TO PRESSURE

"The Federal Labor spokesman on Immigration (Mr. Daly) did not present a true picture of Labor's immigration policy, the Leader of the opposition (Mr. Whitlam) said on Saturday. - The Age, April 12.

Asked whether Mr. Daly and Mr. Calwell represented a true picture of Labor Party policy on immigration, Mr. Whitlam said "No". Mr. Whitlam went on to say that a Labor government would allow the immigration of coloreds into Australia. He then made two conflicting statements. First that a Labor Government would determine colored immigration on the basis of how they "could fit into the community", emphasising those who had relatives here would receive preference. Secondly Mr. Whitlam said, "It is impossible for a socialist party to distinguish between people on the basis of race".

Mr. Whitlam was addressing the Young Labor Conference, which had brought forward a motion referring to the "racist attitude taken by Labor Parliamentarians Daly and Calwell". Mr. Daly had earlier this year criticised Mr. Don Dunstan Labor Premier of South Australia for advocating colored immigration into Australia. Mr. Calwell had published in the Australian press a widely circularised article upholding traditional Labor Party immigration policy dating since the Labor movement had taken the initiative to repatriate Kanaka laborers imported as cheap labor in the sugar cane industry. Until 1965 the Labor Party incorporated the need for a "White Australia" in its official policy. There was no problem then for either a socialist party or Mr. Whitlam's conscience to "distinguish between people on the basis of race".

Mr. Whitlam at the Labor Youth conference was addressing in the main a group completely divorced from those Australians who were the former backbone of the Australian Labor Party. The socialists of the 20's and 30's were the product of a deeply held need for economic-finance reform to alleviate injustice. Mr. Whitlam's audience was products of the welfare state whose socialism is the creed of revolution. In giving his adherence to the immigration of alien group cultures into the Australian community Mr. Whitlam was merely emphasising his allegiance to modern revolutionary socialism rather than the old style "labor socialists" who saw in the trade union and associated Labor Party a movement to obtain economic-finance justice.

The time is not far off when Australia will need a grass roots movement speaking on behalf of those sections of Australian society exploited by the intellectual leftists in the Labor Party who have no more claim to speak for "Labour" than the revolutionaries who gave birth to Marxism. It is patently clear that the "race issue" is the number one priority on the lists of all revolutionary socialists, and that its main virtue is the promotion of conditions whereby constituted government can be threatened by violent means, and replaced by a "democratic people's republic".
Given the opportunity to choose "one thing at a time" the Australian people would quickly let Mr. Whitlam know what they thought of his proposal to import coloreds.

THE NORTH AMERICAN FINANCE-ECONOMIC CRISIS

On my way up to Canada from New Zealand I met privately with a small group of Americans who might be considered experts on different aspects of the Communist conspiracy. All agreed that the American situation had never been more critical, and the stress was on the possibility of a major financial crisis resulting in an open revolutionary situation. I have before me one book, which purports to tell its readers how to protect themselves against the coming financial crisis.
No serious student of international affairs would today deny that the Great Depression of the early thirties was the result of the policy initiated by a group of international financiers who have been closely linked with the International Marxist movement from the beginning to the present time.

At present there is keen discussion in the U.S.A. concerning the significance of a book by Dr. Carrel Quigley, first published in 1966. Dr. Quigley is currently professor of history at the Foreign Service School of Georgetown University in Washington. D.C. He formerly taught at Harvard and Princeton Universities. He is best known for his college textbook, Evolution of Civilizations. The purpose of Dr. Quigley's Tragedy and Hope now apparently rather difficult to come by, appears to be to tell the reader that while there is a network of semi-secret international financial groups behind or promoting International Communism, it is now too late to do anything about this. And that in fact the motives of these groups are in the main quite sound. Thus these groups are the "hope" of the world.

Quigley writes: "I know of the operations of this network because I have studied it for twenty years and was permitted for two years, in the early l960's, to examine its papers and secret records. I have no aversion to it or to most of its aims and have, for much of my life, been close to it and to many of its instruments. I have objected, both in the past and recently, to a few of its policies... but in general my chief difference of opinion is that it wishes to remain unknown, and I believe its significant enough to be known".

It was Dr. Bella Dodd, former member of the National Committee of the U.S.A. Communist Party, who said, "I think the Communist conspiracy is merely a branch of a much bigger conspiracy." Dr. Dodd has told how she first became aware of a mysterious super-leadership after the Second World War when the U.S. Communist Party had difficulty in obtaining instructions from Moscow on matters requiring urgent attention. The American Communist leaders were told at this time that in an emergency they had to contact any one of three people at the Waldorf Towers. Dr. Dodd has observed that not one of these three was a Russian. On the face of it, they did not appear even to be Communists, but rather wealthy individuals!

In his great classic Witness, Whittaker Chambers, the man who eventually had the top American diplomat, Alger Hiss, exposed as a Soviet agent, reveals how, when he attacked Hiss, he also attacked a whole network of pro-Communism in the highest strata of American society. When the principal architect of the World Bank and International Monetary Fund, Harry Dexter White, Under-Secretary of the U.S. Treasury, was discovered by the FBI to be a Soviet agent, the White House was immediately informed. But instead of being arrested, White was appointed as American Director on the International Monetary Fund. He was given a substantial increase in salary. FBI director Edgar Hoover was amazed.
Attorney-General Herbert Brownell stated publicly that President Truman knew White was a Soviet agent when he made the appointment. As in the Hiss case, individuals closely linked with international financial groups supported White.

Centralised control of credit was one of Marx's famous ten steps for Communising a State, and there is no doubt that one of the major results of the Great Depression of the thirties was to smash a comparatively de-centralised banking system, particularly in the U.S.A., and to develop the type of Central Banking introduced into the U.S.A. by one of the Warburgs from Germany.
The Second World War saw an extension of the centralising process, with Harry Dexter White's World Bank and International Monetary Fund the logical end result.

The highly centralised finance-economic structure of today is much more vulnerable to revolutionary policies, as witnessed, for example, by the impact of industrial strikes which have their basic roots in inflationary financial programmes. If the inflationary programme is reversed, or even slowed down, the economies of the highly industrialised nations like the U.S.A. and Canada, start to collapse.
The dynamic of the modern production system is such that it can be predicted with certainty that there must be mounting national and international convulsions. This is not a matter of opinion, but one of simple arithmetic.

The tremendous increase in the rate of debt is one of the measures of the growing crisis in the U.S.A. President Nixon's Keynesian deficit budget of up to $15 billion is adding fuel to the flames. It is not surprising that many Americans are seriously concerned.
The best contribution Australians can make in the present situation is to cease following the disastrous finance-economic policies of the Americans and strike out on an independent course of constructive policies while there is still time for such action to be effective.

MR. McMAHON TELLS A HOME TRUTH

"The Prime Minister, Mr. McMahon, last night denied that the extra $43 million he had granted to the States this financial year would add to inflationary pressures". - The Sun, April 6th.

To bolster his argument Mr. McMahon said the money could not be spent by the States, but would merely reduce their deficits. To clarify the double talk a little, the States would have spent the money in the form of loan, or borrowed money, which added to their normal budget, would then constitute a deficit. Mr. McMahon's grant of $43 million reduced their deficits, loans or borrowings, whichever way you like to put it by that amount. Now obviously what we need is more money, which reduces the need to borrow, or to indulge in deficit spending.

If Mr. McMahon would instruct his treasury officials to relate the nation's financial needs to physical demand in such a way to reduce and eliminate public and private indebtedness, the basis of a satisfactory financial system would be established. The amount of debt then incurred, private and public, would be the result of mismanagement, for which responsibility could be clearly pin pointed.

As it is under present policies it is impossible for either responsible individuals or governments to function without incurring increasing debt. Such deficit spending from a source, which only generates money, and the only source of money within the nation, as debt, either private or public, is the basic ingredient of inflation.

Mr. McMahon's promise to look seriously at a means of giving the States a growth tax as a means of raising their own revenue is a welcome change. It will only succeed if the taxation field granted is such as to allow the States to plan and finance their own expenditure without interference by the central government. Therefore they must be given access to income tax, with each state setting their own rates. Combined with a credit policy eliminating unnecessary deficit spending, both private and public, inflation would be contained and responsible government restored. Only such an act of statesmanship could arrest the sliding support of the Government.

CALLEY TRIAL : WHO ARE THE REAL CRIMINALS?

"The long, full trial proceedings in the case of Lieutenant William Calley left no doubt that he did in fact kill many unresisting Vietnamese villagers at My Lai". - The National Times, April 5th.

The National Times tries to dig out of the complex of the army chain of authority just who was really responsible for the orders given at My Lai. The task is almost impossible. Those familiar with army protocol will not be surprised that the most junior officer was selected to bear the brunt of the public witch-hunt. There are many points of uncertainty in the argument raging through the court case. Many would agree that the prosecutor who had never been to Vietnam and experienced the conditions there could not justly present the case against Lieutenant Calley. Precedents set by the trials at Nuremburg or the lack of ability by the West to obtain satisfaction from the Communists for greater tragedies such as the massacre at Hue, are all beside the point when looking for the real criminals.
Lieutenant Calley should never have been at My Lai, and never would if it was not for the traitors and agents within the American administration who set the policy of a no-win war. Such policy makers, the Dean Rusk's, Walt Rostow's, Henry Cabot Lodge, Arthur Schlesinger, and numerous others who have compromised and pandied to the communists, along with the politicians who have accepted their advice, are the real criminals. Various American patriot groups have over the years endeavoured to impeach those responsible. If they were successful we may then see the real culprits before the bar of public opinion.

MR. HAWKE GOES FROM STRENGTH TO STRENGTH

"The Australian Farmers Union may go into partnership with the ACTU to produce and process food". - The Age, April 13th.
Mr. Hawke will be consulted by the president of the AFU, Mr. Radford, who said "We want to use the ACTU as an effective pressure group to implement sound agricultural policies".

In recent weeks Mr. Hawke has warned that he wants to be consulted about the use of computers in industry, which are putting clerical workers out of a job. He has warned the motor spare parts industry that they are charging too much. Banking and Insurance have been mentioned as a future field for his endeavours, and replicas of the ACTU store in Melbourne, Bourkes, are being suggested for other capital cities. It is therefore understandable that the hard-pressed farmers should get on the bandwagon. It has been suggested that Mr. Hawke will really show his mettle when he uses his power to abolish sales tax or similar iniquitous burdens. Australians might then agree he means business.
